I get most games at full speed or close to full speed by using 1964, JaboD3D or my video plugin, with Hacktarux RSP+BasicAudio or Azimer 0.30b or Schibo's new audio plugin.
My CPU is PIII-500 with 496 MB PC100 memory, running 640x480 windowed mode on my Geforce 2 MX400.
The key is to use lower resolution, faster DirectX video plugins, HLE audio plugins, relatively higher CF setting (CF=3, 4 or 5 with 1964), and don't use RSP.
I got Mario 64 constantly over 60~80 vi/s, Zelda OOT 45~75 vi/s, Zelda MM 40~60 vi/s.
The performance is also depended on your memory speed, motherboard speed, and especially your video card. My PIII 1000MHz laptop, 256MB memory, with an onboard sharing memory video card, runs much slower than my desktop which has PIII-500MHz.
My office desktop PC has 1.7G P4 CPU, 512 MB memory, but only a Rage 128 Pro video card, runs appearently slower than my PIII 500Hz PC at home.
