A few questions on speed (Project64 and 1964)

A few questions on emulation speed (Project64 and 1964)
How do you know if you are getting full speed? Here's a 1964 example: If the VI is 60 does that mean perfect speed? I notice with Alzimers 0.55.1 Alpha and Jabo's 1.5.1 that the VI drops to around 40 sometimes. The sound is perfect but the program is slow. Some programs maintains 60 VI with...
