I've tried several plugins, and none of them seem to support vsync. ;-; Even when I turn on hardware vsync from my GPU settings I still get a lot of vertical chopping... Also, why is it that everything is capped at 30fps? Shouldn't one of the benefits of emulation on a high-end PC be a good framerate in addition to high resolutions? @_@

The games run at a fix framerate, thats the reason why the fps go normally never over a certain value.
If the FPS would be higher, the games would run faster (disable speed limiter and you´ll see)
And your eyes have normally a framerate of 25-30fps too :)
What Videoplugin you are using? Try another one (PJ64 w/ Jabos, Direct64, Glide64)
Not every Plugin works great with every game or piece of hardware...

Uh... I've used other emulators and gotten over 60fps before. And about the eye framerate thing... http://www.100fps.com/how_many_frames_can_humans_see.htm
Go play Quake III at 30fps. Then go play it at 60fps. If you can't see the difference, then either your monitor's crap, or your eyes have severe problems. o_O Anyways, the vsync issue is present no matter which plugin I'm using, and this is also probably because the game runs capped at 30fps while my monitor runs at 60. (Yes, I have an old crappy LCD with 60hz max refresh rate, it's awful. x_x) Does anybody know how to remedy this cap?

Every N64 game is designed to have a specific speed. For exampe Zelda runs at 18fps and Mario 64 runs at 30fps. If you try to make these games run at 60fps then Zelda will run three times faster and Mario 64 will run two times faster than normal (which will be very fast).
VI/s (Vertical Interrupts per Second) are not FPS. If a game runs at 60VI/s (that's 50 for PAL games) then it runs at its normal speed despite the FPS. Project 64 v1.6 shows the VI/s on the bottom right side of the window (it says "FPS" but this is not correct, it should be "VI/s").

Regarding vsync, Jabo's video plugins (they come with Project 64) support vsync. You can enable it from the configuration of the plugin (Full Screen Sync option). Vsync works only in fullscreen mode.

I suggest to read the manual of Project 64 and particularly the Glossary section. The answers to your questions and complaints are already there.
