Unreleased DLL

Since hWnd is gone and nemu is pretty much dead, I assume its safe to get this off my hands (hWnd's old unreleased video plugin). I found it while cleaning my mirc dir, the file seems to be dated back to may 2,2000. It supposidly has frameskip support (kinda sucks) and improved voodoo compat. Not sure what else.

it works great, much improved than previous release.
The quality is great on my Voodoo3
