Sound Quality...

I tried shenmue 1 yesterday (with 0.2a), and i noticed a very bad audio quality compared to the original dreamcast, it seems the frequency is cutted to 22khz or less.

Are my ears or the coders decided to lower the quality for speed reason ?

Umm your ears do not deceive you - Your TV speakers have though. The ripped versions of Shen Mue all had there audio downsampled to enable it to fit on a 700MB CD-ROM. So what you are hearing is 22khz stereo and it sounds worse coz you're hearing via your soundcard via emulation which isn't perfect. If you want true CD Quality buy the original game and rip it yourself.
