From what I've heard, this game requires some types of special technology that's found in the cartridge. This game probably won't be emulated for a long time.
It's partially supported in Project 64, i.e not playable but shows some graphic, If I am not mistaken Jabo's D3d beta3 plugin is the most compatible plugin for Resident Evil 64, i.e shows a little more graphic but still lightyears from playable.
