In the "Options->Configure RSP plugin" section of the menu, make sure that "Send audio lists to audio plugin" is disabled. If that isn't working, try using Azimer's audio plugin, which is overall the most preferred audio plugin for N64 emulators.

not reinstall 1964... re install driver or direct x.... but i have say i was not sure... or try pj64 1.6, it is compatible with rice and its a good emulator (1964 its a litle to hard for beginers)
are you on a laptop? (some spec of your computer are missing...)
