Plugins in General

I can't seem to get any of the plugins to work....
I've put the plugins in the plugins folder but it loads with an error message
Am i just some bad newb?
and what plugin would be the best for a ATI Radeon series card?

I think a little more information is in order. What gives you an error- loading PJ64 or the plugin? Which plugin? For Rice's you need support files. For Glide 64 you need a wrapper for non-Voodoo cards (like yours).

As for which plugin is the best, that depends on your Radeon. Assuming you're talking about video plugins, if your card supports pixel shaders (8500+) Rice's is very good. GLn64 is also good for 8500+. For anything lower than 8500 Jabo's and Glide64 + Hacktarux's wrapper are what you need.

I have an 9500 so..yeah where do i get the config files for Rice and where do i put theM?

You need to have msvcr71.dll and the msvcp71.dll files in your PJ64 directory to use Rice's plugin. If you download 1964, you will find these files in the archive. Just extact them to your PJ64 directory and you should be good to go.
