Panzer Dragoon Zwei [PAL]

I have placed the 2352 sector.bin & .cue file in the giri giri dir.
I have placed the Uk.ROM 1.0 BIOS in the giri giri dir.
I have made a toc file using gentoc.exe.
I have the latest ASPI.dll from adaptec (Ver 4.71.2)
I have modified the BASE.ini file to look for the image in the giri giri dir.

example:
AREA=12
DISK1TOC=D:\Emulation\saturn\giri giri\toc.bin
DISK1IMG=D:\Emulation\saturn\giri giri\PANZER_DRAGOON_ZWEI.cue

I am running Glaunch.exe with its full Pathname using the run box in the start menu.

example:
"D:\Emulation\saturn\giri giri\GLAUNCH.EXE"

After I click on the image to begin the emulation I get this error:

I have tried running it from DISK.
I changed the drive letter in C:WINDOWS\Profiles\Saturn\User.ini
I ran Gsaturn.exe with the -DISK switch from the run box

example:
"D:\Emulation\saturn\giri giri\gsaturn.exe" -DISK
