What's the status of N64DD emulation?

Have games been dumped?

Are there any N64DD emulators existing or in development?

To my knowledge, Status would be none, no games are dumped, and no emulators exist.

Which is a shame.. I'd love to try out the F-zero expansion.

There are dumps, there are partially working emulators (Nemu), none of these are publicly available.
