I have seen this before, but it's not quite as absurd as you think IMHO.
It is saying that at the moment you are inudated with Pop Up Adverts - that advert in itself is proof of this, as such some people may well be interested in not seeing another advert such as that again, and thus will click on the ok button.
Of course, most people already have a decent pop up stopper anyways, and would never have seen that.
