i heard that project 64 had a netplay feature, but i could only find a glossary meaning in the help file. can someone tell me how to play on the net?

That's because it doesn't exist. You need to download PJ64k, keeping in mind that it's built with an older source and will not have quite the same features/compatibility as the latest version of the official build.
