I downloaded Rom's off of a website and then downloaded bittorrent. Then I burned them onto a disk to bring to my upstairs computer. I don't know how to extract the files! Do I need the internet? If so I can't take out these files.

Since when did you need the Internet to get some files from an optical media?

I hate to sound like a cold-hearted bastard, but if you can't figure out how to work with files and compressed archives, emulation is too big of an undertaking for you. Learn the basics first, then tackle emulation.
