All recent emulators support the expansion pack (there is no exp. pack plugin). If a game is bugging you for the expansion pack, make sure you have the memory size set to 8MB. If it is set to 8MB, then either your emu settings or your rom that is corrupt.
To fix the emu settings, you can reinstall the emulator (for PJ64 click the uninstall files to remove the reg settings first), and to verify your rom use GoodN64 from the download section and ensure the rom when renamed has [!] in the filename.
