Get Longshot in Ocarina of Time

Is there a way to get the Longshot in Zelda: Ocarina of Time? Also, what are the "(=> ?)" cheats?

You need to either use GameShark cheats or rightfully obtain it in the Water Temple after beating the Dark Link subboss.

Double click the "(=> ?)" cheats. They are just menus with lists of values. Choose one and it will assign that value. It just makes it so that you don't have to make a million codes for every single value...
