The original reply wasn't wrong though - the plugin that improves the game somewhat only came out today.

Yep. Looks like 1964 0.8.3c (LLE emulation for RSP enabled) + CoolDaedalus D3D8 0.8 can emulate parts of the 2D for the game.
Actually I couldnt get a single visible pixel. Emulation starts, sound works, controllers are OK but I get black screen both for 2D and 3D.
My specs:
Athlon 1400, GF2mx, 256 MB RAM, Win98 SE, detonators drivers (recent but not the most recent ones)
1964 configuration: CoolDaedalus plugin, Azimer (audio), N-Rage 1.61 (controllers)
