When I Start Conker's Bad Fur Day It Gives Me An error That Says "Your Video Card Doesn't Support Gl_ARB_texture_env_conbine Extension" Does ANyone Know What To Do?

Perhaps you could try a Direct3D plug-in such as the one that comes with PJ64? It would also be helpful if you let us know what graphics card you are using.

your using an opengl plugin on a driver set that probably doesn't support it...

likely either the built in XP drivers for geforce cards... (no nv ogl icd) or have a crappy intel extreme or via unichrome chip...
