There is no epcsx. Ther is ePSXe and PCSX, though and even PCSX2 that emulates the PS2. Search Microsoft's site for DirectX, it's their software after all. Note that if you haven't got a DX10 compatible video card and running Vista, DirectX10 is useless to you. PCSX nor ePSXe use DirectX10.
You need to be a little more descriptive than "how the fuck do I start a game"? You might want to start by telling what you did and where things hit a wall. Read the documentation for starters, if something like that came with the emulator.
