I got a AMD XP 2000+, 512 mb DDR, and a GeF FX 5200, I am playing Sonic ADV, Ikaruga and Evolution 2, and into none of them i get the full FPS count, however the gameplay seems to be very solid, i even compared sonic to may copy of sonic adv DX for pc and the feeling is quite the same, could someone help me clarify this matter?

I think Chankast has some sort of basic frameskip, since sometimes the framerate shifts to full FPS being out of 30 instead of 60 if your processors too slow; eg. if you get 29/60 fps the framerate seems to shift to 29/30 to adapt. Hit me with a rock if I'm saying something silly.

No stone launching here, Clements, i believe you are into the right direction, we should be happy that we have machines capable of running chankast and even that it exists, In other words Gentlemen... Chankast Rocks!... Coff! Coff! Nuurse!

It would be a nice idea to create a mode in which the player himself only chooses 30fps in this way... So even people with slower machines can play Chankast. This would also help with making chankast online making it more stable I reckon...

No, I think you're right.
But it could be, that's a Dreamcast internal feature, that means that the frames go down in some situattions, you know what I mean?

Some parts it goes up to 60, sometimes to 30 and even 20 i do not think that a console could use such differents fps couns ingame, it is more likely to be a chanka feature more suitable for overclocking or undercloking the emu.
