VirtualDub packaged with GordianKnot supports mpeg decoding. Just not mpeg encoding.

I use MPEG-VCR for all of my mpeg2 editing.

virtualdub DOES support MPEG-1, and someone squished an AVISynth dll into vdub and made VirtualDubMod
