AMD 4850e and a 3650 Graphic card

i wan't to buy a new system. These are the components:

AMD 4850e
2 Gbyte Ram
Graphic Card: ATI 3650
OS: XP 64 Bit

is it possible to run Mario Kart fluidly?

No.. You are better off buy Nintendo Game Cube or Wii console if you want to run Mario Kart fluidly.

If this isn't enough, the Wii is fully backwards compatible with all Nintendo Gamecube games too.

With the x64 build, maybe, if the game is properly supported, that is. Your Radeon 3650 doesn't mean much in the equation though.
