If you ask me writing an emulator is MUCH more easier than trying to do that

There is no way to reprogram a ripped game, because it is impossible to read the code to change it.

The only way to reprogram the gcm in this way would be if the makers of the game had included the source on the original CD for laughs, which never actually happened in any game. It's possible to change some graphics etc on some games, it was possible on older console's games. Even if they had included the source, it would still be very difficult anyway, easier to emulate.
