A few questions on emulation speed (Project64 and 1964)

How do you know if you are getting full speed?

Here's a 1964 example:
If the VI is 60 does that mean perfect speed? I notice with Alzimers 0.55.1 Alpha and Jabo's 1.5.1 that the VI drops to around 40 sometimes. The sound is perfect but the program is slow. Some programs maintains 60 VI with near perfect sound.

Here's a Project64 example:
If I use Jabo's sound 1.5 with his video 1.5.1 (and sync game to audio), the sound is perfect but depending on the program, it can become slightly visibly slower/choppy.


If I had a faster CPU than a 1.47ghtz and GeForce4 ti 4200 would the speed be perfect? Would it solve both of the above problems (assuming it is not an emulator, video, other hardware issue)

Assuming there are no conflicts, errors, etc...what is a CPU speed that guarantees perfect speed for all games that don't have any known issues?
