All the people that come here looking for answers to their problems first register in here to post. How do you expect them to ever spot this particular thread when most of them don't even read the stickies?
That is how it is on a busy, large, or official forum. People (not all) ask questions asked before, don't read the rules, and want the answer immediately.
Because you are talking about questions answered many times already, the better option is a F.A.Q. sticky, but you can't force people to read that any more than the rules or to e-mail you or anyone else instead.

I wonder if there IS a way to force people to read the rules... set it up so the only thread(s) visible are the rules and use the poll system to make a quiz sort of thing over it and only allow people to access other threads after the "quiz" has been passed... Random thought and might not be possible.

You could do that using Member Levels. Have it so that New Users have a member level like "Uninitated" or something and the only forum visible to them is the Rules forum. Make it so they have to read the rules and have one of the Mods/Admins promote them to a regular member or whatever way youd want it done.
Anyways..That would be a pretty daunting task to undertake helping people with PJ64 and all..
