How does i make a game selfbootable?? i Heard Utopia do it but i cant Execute the program any Idead how i make a game Selfbootable??

I am having issues wile i play i start the game (Sonic Adventure) it is Selfbootable and stuff(at least is what the Roms name says)i have to set the bios 2 times in a row and the game dont start goes to the Screen to Play see music and Stuff, wen i put to play it Reset, and i have to set bios 2...
