Sorry couldn't fully understand what you are talking about. My guess is that the reason all those people are getting black screens is due to the fact that they have accidentally left the old 1964 ini file in the 1964 directory (probably when extracting). As a result, those old configurations are not compatible with the new version. The solution is to use the new ini file?
donno, may be the other way around.
ADD: some people may not have uninstalled their older version of the 1964 properly with the included uninstaller (registry remover)
and that could be a reason why they are getting black screen, try uninstall with the uninstaller and install 0.83 and uninstall and reinstall 0.84 again (this is just a guess)
