I have been having problems recently using Rice's plugin and I can't seem to figure out the problem. If you guys can help me out with this problem then I will be grateful.

Check DXdiag to see if D3D Acceleration is enabled (as that is the error you get when it is). Run the test as well.

You using beta drivers by any chance? Noticed someone with this problem the other day, so I'm thinking perhaps it there must be some connection.

I checked dxdiag and everything was as it was supposed to be, but I am using beta drivers 61.40. It worked fine for a while and now it just stopped, I guess I'll download some new drivers.
