You're going to get whatever fps you're going to get. There is no amount of good hardware you can change to improve your gaming performance for this emulator. The only thing that can give you better performance is a better emulator.

Instead of asking, you could try it out and see for yourself. One thing's for sure, with that 32bit OS you won't get a good framerate. Period. Not with the current x86 builds of the emulator.
    Dolphin from SVN r7648:
    x86 Builds: r7648
    x64 Builds: r7648

    Desktop:
    OS: Windows XP Professional, Service Pack 3 | CPU: Intel Core 2 Duo E6600 (2 CPUs, 2.40GHz) | RAM: 2x Corsair XMS 2GiB DDR2, 2x Corsair XMS 1GiB DDR2 (6GiB total, 3.25 recognized by XP) | Video: EVGA NVidia GeForce 8800GT 512MiB | Audio: Sound Blaster X-Fi XtremeMusic | CD/DVD Drives of note: LG8163b DVD-R
