I noticed that the emulator allows you to limit the fps but when you dont it sky rockets to around 200 fps is there any way you can set the limit?

it has a set limit at 60fps..... it skyrockets because you're disabling the run speed...so it's going to go fast with a good computer....
it's set at 60 fps though; default n64 run speed.
"just me, know it, or not....?"
when i play some games it drops down to 47-50 tho...
What games? Either your computer isn't fast enough to run them at full speed or then the emulator's at fault.
the only one that seems slow is zelda
i doubt my comp is too slow its intel pentium D 2.6 Ghz w/ 1g RAM
Depends on whether it's PAL or NTSC too... limit is 50 for PAL.

how do I tell which i have and how would I change it?
You can not change the internal speed of the game.
If the lower-right corner of the emulator window reads FPS: 60.0 the games is NTSC. If it reads 50.0, the game is PAL. Lower values indicate that either your computer isn't fast enough to render the game full-speed, or (in some cases) the game is emulated at an incorrect speed.
