ePSXe has a software-based 3D acceleration plugin. So, even without a 3D card but with an acceptable RAM and processor ePSXe is able to run most games.

Nothing at the moment, though Hacktarux was working on one.

I don't really know if this counts for anything, but my brother had an old Intel graphics card or something like that, and Nemu64 was the only emulator that played games, though very slowly, on his.
I was able on a 2.6 celereon processor(bad processor I know) 256 mb of ram and a intel extreme graphic card to run legend of zelda oreinca of time super mario 64 and a few other games at an average 60fps(I use project 64 though). If this means anything.However I use a new computer and I use a duel video system but generally use a nvidia geforce 7400.

There's no usable solution yet and it would require much more power than the psx.
