cheat editing

on some games, when i try to edit a cheat, it doesnt let me.



Mario Party 3: I can't change the star, dice, or coin amount on any player.
Legend of Zelda: Ocarina of Time: I can't change what I put in the bottles.

stuff similar to this. I cannot change it. Anyone know why?
