Problems With Majoras Mask

Okay, I'm having this little problem, its strange, I was wondering if you could help.



I'm playing Majoras Mask, theres a little problem though, whenever it goes to a cutscene with.... Special effects I guess I'll call them, the frame rate drops significantly. Like after you beat a dungeon you talk to those Giants in that area that looks like a dream, I guess since theres a lot going on the FPS drops down to 15, when playing normally its fine and usually runs at 60.

So how can I fix this?
