how come on pokemon emerald when you beat the game, and after it says the end and everything. How come it takes you back to the beggining of the elite four. Can't you get to do extra stuff?

What does this have to do with 1964, or even emulation? (Isn't Pokémon Emerald a GB or GBA title?)
