athlon 64 3ghz 754 overclocked slow fps

why am i gettin like only 50-60 fps with street fighter 3, another strange thing is when i run it in a window i get 40fps but if i do fullscreen i get 50-60

there is this weird bug about p4's getting 60+ fps sumtimes, and ur prob with speed in windows and full screen is probably because it's at different hertz or sumthin

well i am running it in my arcade cab sega astro city so the ighest my arcade would allow it is 640x480 but it has dual res so i could do 800x600 but all at 60hz

fastest would be 640x480 at 60hz like i said p4's can get 60+ fps...
