Are there any Dll files in the plugin folder (it must be in the same path that dolphin is located)?

Your MSVCx71.dll files are in the wrong folder. They should be in the root directory, not the plugin folder.

Root directory means the directory where the emulator lies. Btw, you can move those files to your windows\system32 folder (assuming you're using windows xp). That makes sure that all programs that needs those files will run.
