after the dreamcast Logo my complete systems hangs and i have to press reset what to do ?

in Fighting Vipers 2 , and Mortal Kombat Gold the direction pad ( on the left side of every Controlller to move up down left right ) does not work it happens nothing if i press any direction ?? Why ??
