To be perfectly honest it is probably your graphics card that is causing the problem. Maybe someone will have some sort of solution for you, but maybe not.

your system is way below the minimum specs of what you should need to run pj64. 1964 would be your best bet to get the best performance.
also, if you have an available agp or pci slot, you could just buy a new, better graphics card. preferably a geforce4mx or geforce2mx if you don't have that much money to spend.
