Do you mean like and MPEG to AVI encoder, or like a media player?
The best MPEG to AVI encoder that I can think of is Probably Virtualdub; just do a quick search on yahoo! for Virtualdub homepage (Easily put an MPEG into DivX format)
The best MPEG video decoders for a media player come bundled with windows media player, Real player, Quicktime, and etc. Just use the ones that come with them.
