Why does Paper Mario screen flicker?!?! And also, the stars are shadows. Dont know why... ANY HELP?!

You'd already know the reason and the solution had you read the GameFAQ that comes with the emulator.

Use another video plugin (preferably Glide64 if your video hardware can handle it).

okay, yeah glide64 worked but now its slow.. anyone have an idea of how to fasten this bad boy up?!

Well, Glide64 does require a moderately fast system/video card to run smoothly.

So, what are your specs?

Computer specifications. Processor type + speed, amount of RAM, video card, operating system; that sort of thing.

Click Start --> Run, type in dxdiag and run it. Check the various tabs in the program that opens (System and Display tabs most importantly).
