Limitations of gif animation

What limitations there are? I had some problems with framerates. I tried to accelerate an animation in certain point by changing the time for every frame how long it should be displayed and it seemed quite fine in Animation Shop. But when I saved it and checked how it looks like in browser the acceleration was in wrong place and didn't go as smoothly as in AS. I tried most different saving options and combinations of them.???

What's the problem? And what should be taken into consideration when making gifs?

Finally, what do you think is the best program making gifs?:)

Animation Shop, comes with paint shop pro. The major fallback to animated gifs is that in order to have them not look choppy, you have to have many many frames. This makes the gif itself HUGE. This isn't a problem for small animations, but for larger ones that are intended to look like video, it is ridiculous.
