Is there anyways I can change the fps of project 64 to 90 or 120?

No real need to. If your not getting smooth graphics then you have another problem.

No. Project64 1.7 will have a feature that lets you slow down or speed up the emulator incrementally, AFAIK.
If you think that the game is slow, and you don't get steady 60/60 or 50/50 then your system is underpowered. If you do get steady framerate but the game still feels slow, that how the game is supposed to be. Note: don't play PAL games unless you really have to.

My system is not slow, And I would just use it to skip cut scenes. What I am currently doing s turning the "Limit fps" off and it goes up to 200-280fps and uses all of my cp. I'm not sure if that could be harmful to my computer so I just want something like 100 fps through the cut scenes.

There's no harm in turning off the frame limiter.

I have this problem too, i tried something to customize the fps to play pal games with 60fps sadly i can't. There a big difference with 50fps (pal) and 60fps(ntsc)... 50fps suck so much... so slow jeez...
By the way the only reason for me to play zelda in pal was because djipi's cel shaded texture work better in pal (more completed)
But with 1964 emulator you can customize the fps, but you'll have a really bad sound quality if you speed up the game which suck.... So i just gave up on it..

PAL conversions prior to the PlayStation 2 sucked badly for the most part.

erm.. not to mention the texture packs work on both ntsc and pal... that i've found anyway
