Nah, it`s probably from Mameworld`s sprite rips from MAME games. God, I wish I knew how to do that.

Slougi, Dude is right. It's from www.gamegen.com . A collection of fighting game sprites... When re sizing them please remeber to use the nearest neighbour option in Photoshop, to avoid unneccesary anti aliasing.
