Rice Video Plugin Problem

When I try to use Rice's Video Plugin (Any) for Project64 1.6 it gives me the error that it has Failed to Allocate Memory. With or without any textures it doesn't work and I can't seem to find an appropriate forum to ask this. Can someone please help me?

2048 MB RAM
ATI Radeon X1600 Professional
AMD Athlon 64 X2 Dual Core
870 Gigs (120 & 500 External)
