i installed direct 64 as it said to
but i can't find it in the plugin settings
so how do i use it

If you put the plugin in Project64's Plugin folder, the plugin should show in in the plugin lists under Options --> Settings --> Plugins.

Unless,
You installed the latest version of Direct64, and you do not have D3DX9_24.dll in the same folder as the emulator's executable. Does Project64 give you an error message when you open your plugin settings? Something like, Failed to load Direct64.dll?
To be honest, though, the only games you should ever use that plugin for are Zelda and Mario, only if Glide64 will not work for you.

how do i install glide then direct is not doing what i intended to do (play silicone valley)

There is a convenient readme is the package I believe. Otherwise, instructions can be found on Glide64's homepage.

I already told you how to get Direct64 working. If you need any help with making that plugin work using the information I gave, just ask. Otherwise, I have nothing more to say.
If you want to install Glide64, a user like you may prefer to install Mupen64 to get it easiest, so install that emulator and use it for this game.
