I'm getting about 16 FPS with OoT. My computer is a Athlon 64 3000, 1GB ram, and a Geforce 7600 GT so this shouldn't be a problem. I've tried turning off AA and AF but it didn't help. Are there some crucial INI settings that I don't have or is there something else that I need, or is this normal for this game?

That's normal for in-game with the (E) version of OoT if you are referring to true frame rate (and not the fields per second counter). The NTSC version on the other hand runs at 20 fps in-game.

OK. So theres no way to increase the true fps? What is "fields per second" btw?

There is no way to increase the FPS with console games without speeding the game up.

Fields per second (or field rate) is more a property of the video signal rather than the actual frame rate the console is able to put out. The video signal is always 50 fields per second for PAL and 60 for NTSC.
