Download this http://www.emutalk.net/showthread.php?t=26237 if you want to use the RiceVideo plugin and place RiceVideo6.1.0.ini and RiceVideo.dll into C:/Program Files/Project64 1.6/plugin and you need to put BMGLibPNG.dll into C:/Program Files/Project64 1.6.
