Download MAME. Extract it to a folder. Get some roms. Put the roms in the roms folder. Start MAME. Load a game. Play.

Get MAMEPlus! or MAME32FX if you want a GUI instead of a Win32 command line.

Stab in the dark here...

Since you're using nubula [sic], I'll assume you're trying to play a neo-geo game, and I'll further assume that you're missing the neogeo bios, which you'll need to download (somewhere) and place in the roms folder.

Furthermore, ElSemi has locked several newer games in Nebula so you won't be abl to play them even if you have correct roms.

Some MAME games require BIOS files, some don't. The Neo-Geo, Playstation, Playstation 2, Sega CD, Sega 32X, Saturn, Dreamcast and a few other consoles also require BIOS files.

Like roms (games) they are copyrighted material, so you'll have to find them on your own.

-let's keep it in one thread please

Anyway, the "best" depends on what you need. If you're new to the whole thing (which you no doubt are) MAME32 (http://mame32qa.classicgaming.gamespy.com) is the easiest. I also highly recommend that you read this (http://www.mameworld.net/easyemu/) in its entirety.
