why doesnt the setup plugin option work?

What plugin are you trying to configure?
Make sure you've set up all plugins. Do that under "Options" where you find the plugin-setups.
Just choose a plugin-directory and the plugins you wish to use.
The recommended are "Jabo's Direct3D", "Azimer's audio" and "N-Rage's Input"
