Depends what your talking about exactly, are you talking about makeing rom immages of your nes/snes/n64 games (which noone here will help you do) or makeing your own honest to goodness video game? - the ladder which is very possible with a slight amount of know-how.

Developing a PD game from scratch for N64 is possible, but is incredibly difficult even for an experienced programmer, as you would need to have at least working knowledge of MIPS assembly.

Check out the programming forum? Also, choose a programming language, http://freebyte.com/programming/ has a fairly ranged selection to browse. Lots of people recommend basic, pascal, C, C++, or Java as a "first language" to learn. Personally of those I'd recommend pascal, C, or Java as a possible first language. After choosing a language get the compiler (or interpreter if applicable) and browse the net for tutorials or get a book ;)

Well, if you're into RPG's and making them (like the older FF games, top view), check out RPG maker 2003/XP. XP is better if you know ruby and like to make games based offa complicated scripts. It may not be exactly like making a rom, but it's fun IMO
