Problem with Rice's Video Plug-in

So I want to play Ogre Battle 64, and Jabo's plug-in has some problems with the graphics. I read on a forum that Rice's Plug-in fixes that, and so I went and got myself the latest version. I un-zipped everything to where I think they should be (The two Rice *.dll in the plug-in folder, and the BGMdll.dll into the PJ64 folder), but everytime I go into Options -> Settings... I get this error:

CiceroUIWndFrame: Project64.exe - Unable to Locate Component

This Application has failed to start because MSVCPV71.dll was not found. Reinstalling the application may fix this problem.

I've tried re-installing but it didn't help. Can someone help me?

I have the newest version of Rice's Video Plug-in and v1.6 of PJ64, running Windows XP on a Intel Pentium M 1.5, and an on-board Video Card.
